First make sure that no software installed prevents background images from being modified. Also make sure your version of Windows 7 has this feature.

Have done so, click the power icon in your notification area and select More Power Options. This opens the Control Panel, Power Options applet.
Now from your current/selected plan, click Change plan settings , then Change advanced power settings.
Next, in Advanced settings, expand Desktop background settings then Slideshow.
In the drop-down menu for each option, make sure the appropriate options are enabled.
click Apply/OK.
