The error 0X80096004 (or 80096004) appears due to errors in the certificate when you try to update Office 2003, especially for users of Windows 8.1 and Windows 10, because Office 2003 is quite old and not fully compatible with them, as this situation shows. To fix the Office 2003 update error 0X80096004 (KB907417):
Manually replace a corrupted system file with a good known copy of the file.
Use the System File Checker tool to repair missing or corrupted system files.
To do this, click Start, type Command Prompt or cmd in the search box, right-click Command Prompt, and then click Run as Administrator. If you are prompted to enter an administrator password or confirmation, enter the password or click Allow.
If you are using Windows 10, Windows 8.1 or Windows 8, run the DISM (Inbox Deployment Image Servicing and Management) tool before running System File Checker.
Type the following command, then press Enter. The ordering operation may take several minutes to complete: DISM.exe /Online /Cleanup – Image /Health Restore
At the command prompt, type the following command, then press ENTER: sfc /scannow
The sfc /scannow command scans all protected system files and replaces corrupted files with a cached copy located in a folder compressed to %WinDir%\System32\dllcache.
The %WinDir% placeholder represents the Windows operating system folder. For example, C:\Windows.
Change the firewall settings in the router firewall

Be sure to connect the router to the router using an Ethernet cable before you start. You must also know the router’s IP address to access its settings. Run Windows Update Troubleshooter
This troubleshooting step works for most Windows Update problems.
Open the “Control Panel” and search for “Troubleshooting” or simply search for it via Cortana.
Click on “Fix Windows update problems” in the System and security section at the bottom of the results.
Click on Advanced in the lower left corner, then on Run as administrator. This reopens the troubleshooting as an administrator, which is better for troubleshooting and patching.
Now click Next to start troubleshooting Windows update problems.
