If you’re having network connectivity problems on your Windows desktop or laptop, and you’ve ruled out a user error or a bad wireless connection, there’s a small chance that Microsoft is to blame. There is a bug that affects users connecting to proxy servers or VPNs that is serious enough to warrant that Microsoft will release an unscheduled update to fix the problem.
Devices using a manually or automatically configured proxy, especially those with a virtual private network (VPN), may show limited or no Internet connection status in the Network Connection Status Indicator (NCSI) area. notification. This can occur when a VPN is connected or disconnected, or when the status changes between the two. Devices with this problem may also have problems accessing the Internet with applications using WinHTTP or WinInet. Examples of applications that may be affected on devices in this condition include Microsoft Teams, Microsoft Office, Office 365, Outlook, Internet Explorer 11 and some versions of Microsoft Edge, among others.

Change the registry.
We can try adding a key to the PolicyAgent registry. If this method doesn’t work, you can always undo the changes in reverse order. Note that the registry editor is a powerful tool, and creating/modifying keys you don’t know about can interfere with your computer and make it unusable.
- Press Windows + R to launch the “Run” application. Type “regedit” in the dialog box and press Enter.
- In the registry editor, navigate to the following file path:
- Computer \ HKEY_LOCAL_MACHINE \ SYSTEM \ CurrentControlSet \ Services \ PolicyAgent
- On the desired path, right-click on the empty space to the right of the window and select “Create> DWORD”.
- Name the new word “AssumeUDPEncapsulationContextOnSendRule”. Once created, double-click it to open its properties and set the value to “2”. Click OK to save your changes and exit.
Reinstall the VPN package (CMAK)
After the upgrade in place (from 1703 to 1709), many users reported that their VPN client either stopped working properly or refused to work at all. After many complaints, Microsoft officially acknowledged the problem and issued a statement saying that you may need to completely reinstall the VPN package. This was specifically for CMAK (Connection Manager Administration Kit) VPN networks.
- Press Windows + S to open the search bar. Type “Features” in the dialog box and open the first result that appears.
- In the Features window, look through all the entries until you find “RAS Connection Manager Administration Kit (CMAK)”. If you have used the package before, it will probably be checked out. Uncheck the box and select OK.
- Windows will now uninstall the utility. Restart your computer and go back to the Functions window.
- Select the (RAS Connection Manager (CMAK)) checkbox and click OK to continue the installation. After the installation is complete, restart your computer and see if the problem is resolved.
