According to the Java website (first note), “Starting with Java 7 Update 51, applications without certificates (i.e. unsigned applications) or missing application names and publisher information are blocked by default. The use of this type of application is potentially unsafe and risky.” This can lead to problems with internal applications that are generally not signed and do not provide a clear solution to run these applications.

Oracle’s proposed answer to this problem is as follows:

“It is strongly recommended not to run this type of application. However, if you understand the risk and still want to run the application, you can add the URL of this application to the list of exceptional sites located in the Security tab of the Java Control Panel. After successfully adding this application URL to this list, you can run it after displaying some security warnings”.

If you encounter a Java applet in your web browser and see a window called Application Blocked by Security Settings, don’t worry. Your security settings have prevented the execution of an application with Java (JRE) that is not secure or has expired. An older version of Java may be running on your computer. This warning message is displayed to protect your computer system from potential vulnerabilities that may exist in older versions of the plugin. By blocking the application, it is not allowed to run it in your web browser.

Workaround Solution

If you cannot install/update the latest version of Java, and you are sure that the unsigned Java applet is secure, you can work around this problem by adding an exceptional site or temporarily reducing the security level of the currently installed Java:
