Adds a keyboard language:
- Click on the Start menu and select Settings.
- Select Time and language.
- In the left column, click on Region and language.
- Select Add a language.
- Select the language you want to add and select a country for the language.

Accessing keyboard settings under Windows 10
In Windows 10, learn how to access the keyboard settings page.
Step 1: Open the Application Settings. Go to Time and Language > Keyboard.

Change keyboard shortcuts with a registry change
Open the Application Registry Editor.

On the right, modify or create a new string value (REG_SZ) called Hotkey.
Set it to one of the following values:
1 – Key sequence activated; use LEFT ALT+Shift to switch from one locale to another.
2 – Key sequence activated; use CTRL+Shift to switch from one locale to another.
3 – Key combinations disabled.
4 – The emphasis key (`) located under Esc allows you to change the input language.
