Sometimes, when you check your Chrome browser console, you may have noticed an error such as _net::ERR_BLOCKED_BYCLIENT that appears for a particular website you are visiting or working on. This error is often caused by one of the extensions installed in Chrome. You will probably see this error if you use an extension like Adblock or a browser security plugin.
Adblock or “Browser Security” extensions use a set of parameters that define what is blocked. In other words, they contain a list of filters against which the URIs of a web page are checked when the page is loaded. When a particular resource is requested and triggers a filter, this resource is not displayed for the user and displays the message ERR_BLOCKED_BY_CLIENT in the Chrome Console.

Opening the site in Incognito mode
Since there is a high probability that the error is caused by a chrome extension cord, you should first check if this is the case.
The easiest way to check if an extension causes the error “This web page has been blocked by an extension (ERR_BLOCKED_BY_CLIENT)” without having to disable everything is to repeat the process that triggers it in an Incognito mode.
Several users who have difficulty solving the same problem have reported that with this procedure, they can confirm that the author is one of the extensions they have installed.
To open a new window in Incognito mode, click on the action menu (three-point icon) in the upper right corner and select New Incognito window.
Disable the Extension
It is the easiest solution for the visitor of a website. If you want to see the resources blocked, simply disable the Chrome extension of the ad blocker that causes the error.
New installation of the Bookmark Manager extension
If you encounter this problem when using the Google Bookmark Manager extension, you can most likely solve it by simply uninstalling the extension.
