If a DLL is to be loaded to a fixed address (in the virtual address space of the process) but the requirement cannot be met, Windows requests error 0xc0000018. But there is no obvious indication as to which DLL(s) cause(s) the problem. A simple search for “0xc0000018” simply brings you with many confusing user messages.
To reproduce, you can prepare a solution (Visual Studio term) with one EXE and two DLLs and set up the two DLLs to have the linker /FIXED /BASE option: “0xc0000018” and the EXE implicitly loads both DLLs, then you will see the error 0xc0000018 at EXE start.
“The application could not start 0xc0000018 correctly” is known as a Microsoft Office error that can occur on Windows 8, 7, 10, and all other versions. This error would be caused by corrupted system files, malware or software incompatibility. However, recent studies have shown that this error message occurs when you try to launch other Windows applications, including Chrome, VLC Player, and many others.

Reinstalling the application
If the above error occurs repeatedly in some applications, it is possible that the application may be damaged in some way. So, in this case, it is enough to completely uninstall the application. Restart the window, download the latest version of Build for Application from the official website and reinstall it. Now check whether it is working properly or not.
