Windows does not have the ability to resize different application windows to certain sizes. However, with the availability of Sizer this question can be answered(2)(2)
Sizer is a free program that allows you to resize each open window on your computer screen to an exact and predefined size. The utility is therefore useful when taking screenshots for documentation or web page design.
The Sizer application can be downloaded 2 formats namely :
Zip packaging : This is a file 16 KB containing the configured program without shortcuts.
MSI Install : It is a file 153 KB containing an installation program with all shortcuts. Simply follow the on-screen instructions to download and install the file and configure all shortcuts in the installer.

Sizer can only run on Windows 32-bit operating systems.
Standard window sizes available include 1024×768, 800×600 and 640×480,, but you are free to add other custom sizes to Sizer. These custom sizes are displayed under the Sizer’context’ menu .
For example, to add other sizes, click ‘Add’ and enter the values ‘Custom width’ and ‘Height’.
You can change enable or disable sizer icon, tooltip and window size by placing the mouse pointer in the corresponding check boxes and clicking inside.
If the program has started successfully, it will be permanently in the taskbar unless it is deleted manually or disabled. Here you can also access the advanced options via ‘Configure Sizer’.
