You can enable Windows Photo Viewer in Windows 10 using our Ultimate Windows Tweaker. It is disabled by default in Windows 10 because Microsoft wants you to use the best Photos application (16).

Remember, if you do this, there is no way to cancel it, not that it should bother you because you can always leave it on, and adjust the default application to the photo application if you change your mind.
