1607:Unable to install InstallShield Scripting Runtime

This error message is a system-specific error and can be caused by several system-specific options. The following article attempts to tolerate all possible steps that are known to have corrected this error. Depending on your system configuration, you may need to use try some or all of the solutions listed.

What is the cause of this Windows error?

This problem can occur if one of the following conditions is met:

• You run the installation program from a virtual drive that was created with the subst command.
• The driver-IDriver.exe file is not saved correctly.
• The Msiexec.exe installation program is not registered correctly.
• The user account does not have permission to access the C:\Windows\Installer folder.
• An older version of the Windows Installer engine has been installed from a network drive that is no longer available.
• The user account does not have permission to install software on the computer.
• Another instance of Msiexec.exe is running.
• Another installation program based on Windows Installer is running.
• Windows XP is corrupted.

Allow administrative privileges for your account.

Administrator privileges are designed to protect your PC from damage caused by other users. However, they can interfere with your activities and often cause problems with the Windows installation program. To assign administrator privileges, do the following:

1. Click Start > All Programs, move your mouse over Accessories, then click Windows Explorer.
2. Click on Tools menu > Folder Options.
3. Click on the View tab.
4. Click Show hidden files and folders.
5. Click on OK
6. Go to C:\Windows\Installer
7. Right-click on the Install folder, then click Properties.
8. Click on the Security tab.
9. Click on System and make sure that the checkbox is fully checked.
10. Click on Adminstrators, then check that the box is fully checked.
11. Check your username and make sure the checkbox is checked.
12. This forces the Windows installer to start in administrator mode with administrator privileges and allows it to do so if it wants to access hidden or protected files. If this does not correct the error, proceed to the next step.

Re-register the Idriver and Msiexec files on the system.

1. Open the Start menu, select Run, type “C:\Program Files\Common Files\InstallShield\Developer\Intel 32\IDriver.exe” /REGSERVER, then click on the OK button.
2. Open the Start menu, select Run, type “C:\Windows\System32\msiexec.exe /REGSERVER”, then click on the OK button.
   Note: Here we assume that C: is the system drive of your Windows XP computer.

Rename the folder

If the InstallShield files are corrupted, they can disrupt the processes of important Windows processes that trigger the error. Therefore, in this step, we will rename the InstallShield folder. For that:

1. Open the File Explorer and browse to the root directory.
2. Click on “Program Files” and select “General Files”.
3. Right-click on the InstallShield folder and select Rename.
4. Name the InstallShield2 folder and save the changes.
5. Check that the problem persists.
