The Windows sidebar, introduced as a gadget presentation and development platform in Windows Vista, comes as a Windows gadget platform in Windows 7 and is the new framework for creating and hosting mini-applications called gadgets on the Windows 7 desktop.
While in Windows Vista, the sidebar starts several instances of the process sidebar.exe, in Windows 7 only one instance of the process sidebar.exe starts. Moreover, this single instance only starts when a gadget is added to the desktop, the gadget selector starts or a new user session starts with existing gadgets on the desktop. If the gadget selector is closed without adding gadgets to the desktop or if the last gadget is removed from the desktop, the sidebar.exe process will automatically stop.

To launch any Windows gadget, right-click the desktop and click Gadgets to open the gadget selector.
But if you never use gadgets, and if you want to disable the Windows 7 sidebar, you can do it like this.
Open Control Panel > Uninstall Programs > Enable or disable Windows features.
Here, disable Windows Gadget Platform and click OK. This disables the Windows Gadget platform and gadgets and sidebar. You may need to restart.
Now, if you right click on the desktop, you will see that the gadget option does not exist. You can restart Sidebar / Gadgets by enabling or disabling the Windows Gadget platform in the Enable or disable Windows functions option and clicking OK.
Microsoft recommends you disable your Windows 7 & Vista Sidebar & Gadgets otherwise !
