There are three different ways to add folders to the start menu and/or even’Pin to start menu item’ to the context menu of Windows folders. To add Control Panel items to the Start menu, create the shortcut on your desktop, then drag and drop it into the Start (orb) button.

PinToStartMenu facilitates the task. It adds the’Pin to start menu’ entry to the context menu of folders and applets in the control panel.
