This cumulative update fixes a problem that causes Internet Explorer to block sub-resource downloads in some cases. According to the change log, this problem occurred when the downloadable resources were loaded using the HTTP protocol, but the page was hosting itself using the HTTPS protocol.

Better late than never, I suppose. Microsoft has published the second usual series of updates it publishes each month for Windows 10 version 1607, 1703, 1709 and Windows 10 version 1803.
