Windows 10, versions 1903 and 1909 share a common basic operating system and an identical set of system files. As a result, the new features of Windows 10, version 1909, have been included in the latest monthly quality update for Windows 10, version 1903 (released October 8, 2019), but are currently in standby mode. These new features remain inactive until they are activated with an activation pack, a small, easy-to-install “main switch” that simply activates the features of Windows 10, version 1909.
To reflect this change, the release notes for Windows 10, version 1903, and Windows 10, version 1909, display a page with the update history. Each news release page will contain a list of issues addressed for the 1903 and 1909 versions. Note that the 1909 version will still contain the markers for 1903, but 1903 will not contain the markers for 1909. On this page you will find the version numbers for versions 1909 and 1903, so that support can help you more easily in case of problems.
Known issues in this update
If you configure a new Windows device during the Out of Box Experience (OOBE), you may not be able to create a local user when using the Input Method Editor (IME). This problem may affect you if you use the IME for Chinese, Japanese or Korean.
Note: This problem does not affect the use of a Microsoft account during operation.
To solve this problem, set the keyboard language to English when creating the user or use a Microsoft account to complete OOBE. You can reset the keyboard language to your preferred language after the user has been created. Once the OOBE is finished and you are on the desktop, you can use this guide to rename the current user. If you prefer to create a new local user, read KB4026923.
Microsoft is working on a solution and will release an update in a future version.
But many Windows users report 2019-11 Cumulative update for Windows 10 version 1903 for x64-based systems (KB4524570) could not be installed with various errors 0x800f0922, 0x8000ffff, 0x800f0826, and more, it seems that the errors 0x800f0900 and 0x80070005 are the most common.
And the same situation for devices with Windows 10 October 2019 Update Version 1809. KB4523205 Update for Windows 10 Build 17763.864 has not been or could not be installed.
The symptoms are more or less the same in all cases. KB4524570/KB4523205 The update does not install and pushes users back to the desktop before cancelling the changes, starting on a black screen, or seems to be successfully installed only to be offered to the same systems and requiring a reboot of the machine to complete the process.
