Navigate to:
Computer\HKEY_LOKAL_MACHINE\Software\Microsoft\Windows\Current version\ReserveManager

Double-click on DWORD ShippedWithReserves and set the value to 1.

Restart the computer and the disk space is no longer available.

I hope Microsoft will release this feature as a feature that the user can enable if necessary.

To find out how much disk space is available for updates on your device, do the following:

  1. Open Settings.
  2. Click on System.
  3. Click on Save.
  4. Click on the Show More Categories link.
  5. Click on the System and reserved item.

If you do not see the Reserved Area section, you have probably activated the function and have not updated your installation to a more recent version.
