Error 8024200d or WU_E_UH_NEEDANOTHERDOWNLOAD means that the update manager has not installed the update because it must be downloaded again.
The easiest solution would be to download the update installation package from the Microsoft Update Catalog and install it manually.

Run Windows Update troubleshooting (if you have not already done so)
a. Open the search by tapping on the right side of the screen (or, if you use a mouse, point to the upper right corner of the screen and move the mouse pointer down), then press Search or click.
b. Tap on or click on Settings, then type the troubleshooting in the text box.
c. Tap on or click on Troubleshooting in the list of results.
d. Tap or click on Fix problems with Windows Update, click on Next, then follow the instructions.
Perform a clean boot procedure and check.
You can perform a clean boot to verify that a third-party application is causing the problem.
a) Press the “Windows + R” key on the keyboard.
b) Enter the text “MSCONFIG” in the “Run” window and click on “Ok”.
c) Click on the Boot tab and disable the Safe Boot option.
d) In the General tab, click on the Selective Start option, then uncheck the Load starting positions box.
e) In the Services tab, select the Hide all Microsoft services check box, then click Disable all.
f) On the Start tab, click Open Task Manager. In the Task Manager window, under the Start tab, right-click on each activated start item and select ‘Disable’.
g) Click on ‘OK’, then click on Restart.
Run The System Update Readiness Tool
The security updates you download require the integrity of service packages, manifests and components. If they are missing or damaged, the update may fail.
You use the system update preparation tool to check the integrity of the system, it generates logs in the following cases
In order to help us collect logs, it is suggested that you can delete the previous logs, and
a. Check if HKEY_LOCAL_MACHINE\COMPONENTS exists. If it exists, save it and delete it manually.
b. Check for pending.xml in C:\Windows\WinSXS. Save and delete.
c. Check HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\ComponentBased Service, press “Ctrl+F”, search for the KB number installed manually.
Once we have found a corresponding registration key, save it and delete it.
d.delete cbs.log (%SYSTEMROOT%\Logs\CBS\CBS.log) and %SYSTEMROOT%\Logs\CBS\CheckSUR.log
Then reinstall the updates that are downloaded from the Microsoft update catalog to get the latest logs.

Activate half of the services
a) Follow steps 1a and 1b to start the system configuration utility.
b) Click on the Services tab, then select the Hide all Microsoft services check box.
c) Click here to select half of the checkboxes in the list of services.
d) Click OK, then click Restart.
If the problem persists, repeat steps 1 and 2 and, in step 2, click on it to uncheck half of the boxes you have selected in the list of services.
If the problem does not occur, repeat steps 1 and 2 and, in step 2, check only half of the remaining boxes that are unchecked in the list of services. Repeat these steps until you have checked all the boxes.
